Hulk was moored fore and aft and connected with the shore by a wooden pier, thus rendering unnecessary the use of the boats for the conveyance of the convicts to and from their work.
2. I have already explained that it was my desire to have this done originally, but owing to the want of certain knowledge of the winds and tides affecting the position, it was thought advisable to delay the measure.
3. The discipline of the Hulk has been improved under Mr. Baker, but I shall be glad of the early arrival of the officer whom I have selected to be Your Grace's future Superintendent.
